©Purrcat - PSP Balloons Tutorial

This is a tutorial on how to make balloons using PSP and no
filters except what comes with PSP. I learned a couple of new
things doing this one. One of the important ones was an answer to
a mystery. How were people popping out so many different colored
balloons so fast? The answer - COLORIZE!!! Duh!! How come I didn't
figure that out sooner?? LOL
