Spanish Rice With Meat Balls

2 lbs ground beef
4 tbls cooking oil
2 cups chopped onion
1 tsp pepper
1 tsp salt
2 tbls sugar
2 cups instant rice
4 cups water
1 green pepper
2 8 oz cans of tomato sauce
1 large can tomatoes (optional)
Shape ground beef into little balls. Heat oil in large pot and brown, meatballs with onions, salt, pepper and sugar. Drain the extra fat.
Add rice to water, bring to boil, reduce heat, cover and simmer for 15 minutes.

Cut green pepper in rings and add rings and tomato sauce to rice mixture. Add the can of tomatoes here if you want. Simmer another 15 minutes until rice is tender and has absorbed most of the liquid.
